The idea is to have a separate whore class serving as not only prostitutes but also dancers, actresses etc. This serves a useful purpose in itself, provides women who aren't wife material a useful place in society, makes it unnecessary for men to turn regular females into sluts, prevents men from wasting their time and energy chasing sluts so they get work done, increases trust and cooperation among men since they are not competing for sluts etc. Basically a winning proposition all round, which is why the communists/satanists are opposed to it. More correctly they are opposed to freelancers. Their position is that all females should be whores with the state as the pimp and freelance whores should be banned to eliminate the competition.
This is modern, excuse-seeking idiotic thinking that neglects the fact that the degeneration of the population happened exactly this way. The interglacial climate allowed hedonistic instincts to flourish without evolutionary penalties, so sexual selection shifted from favouring high intelligence & creativity to exaggerated secondary sexual characteristics, easily coercible personality and an overall tendency towards r-selection.
